We are a non-profit organization running Head Start and comparable state funded early childcare and education programs throughout the state of Oregon. Position Summary:

Under the direction of the Program Director, coordinates, implements, and maintains systems, that provide direct/comprehensive support services to children and families engaged in program areas of ERSEA (eligibility, recruitment, selection, enrollment, and attendance), PFCE (parent, family, and community engagement), family services, and health services. Ensures compliance of ERSEA and PFCE activities and family and health services agency, state, and federal regulations. Assists Director with community resource development, community outreach, and partnership building. Assists with community needs assessments and program information reports..

Essential Functions:

  • Participates in program planning. Develops and implements service area work plans and corrective action plans with management. Analyzes community needs assessment and internal data (self-assessment, PIR, etc.) to facilitate strategic planning and determine family needs and areas for improvement.
  • Develops and implements recruitment and parent engagement plans. Ensures accurate and timely processes of applications timely and accurately. Maintains enrollments systems and waitlists.
  • Evaluates, designs, and monitors local systems to process comprehensive support services and activities (ERSEA, PFCE, social, and health) to children and family. Provides input and solutions to develop and/or revise agency’s systems, policies, and procedures.
  • Monitors the delivery of direct and indirect services in the areas of family and health services. Ensures individual children and family’s needs are met based on assessments. Ensures services are delivered in a timely manner, including the provision of health screenings and home visits in accordance with OCDC guideline. Monitors case management meetings as required by Agency guidelines.
  • Monitors the delivery of ERSEA and PFCE activities. Reviews, approves, and monitors the recruitment plan and allocates department supports or requests additional supports (staff, funding, etc.) as needed. Ensures compliance related to funded enrollment, slot tracking, and attendance rule. Monitors literacy funds and parent activity funds.
  • Reviews care plans, medication administration, CHADI concerns, medical conditions, and immunizations reviews in collaboration with Regional RN. Collaborates with Regional RN to ensure care plans are developed to meet the needs of children prior to beginning program in.
  • Establish resources, and/or obtain services for families in the areas of family and health services. Supports staff in connecting families to needed resources in the community. Establishes and maintains of Parent Resource Room. Updates parents on agency policies, procedures, and guidelines relevant to family and health services.

Education and Job Requirements:

  • BA/BS degree or higher preferably related to one or more of the disciplines they oversee, AND
  • Minimum of 2 years related experience, AND at minimum 1 year of supervisory experience
