Position Title - ADA /WCAG Compliance and Accessibility Consultant /Architect

Hybrid Job – 3 Days onsite and 2 Days remote

The Client (ITD) is seeking a Solutions Architect to lead its efforts in achieving compliance with the Americans with Disabilities Act (ADA), in alignment with the WCAG 2.1 AA standards as required by the U.S. Department of Justice’s 2024 ADA Title II Web Content and Mobile App Accessibility Rule The consultant will assist in remediating existing documents and web content, implementing selected accessibility tools, and developing sustainable internal processes to maintain compliance across the organization. The project goal is to ensure full compliance by April 24, 2026.

Scope of Services :

The consultant is expected to engage with the following tasks:

  1. Assessment & Strategy Development
  • Conduct a comprehensive assessment of the current ADA web content and mobile applications compliance status. The focus shall be on:
  • Public-facing web content and mobile applications and
  • Internal systems that are used by individuals with known disabilities and those used for essential job functions (i.e., LMS, payroll, attendance, etc.).
  • Develop a strategic ADA compliance roadmap with prioritize recommendations and timelines.
  • Identify high-impact areas, including fillable forms, publications, videos, interactive content, and frequently visited web pages or document libraries.
  1. PDF Accessibility and Remediation
  • Use CommonLook PDF / Adobe Acrobat Professional or other similar tools to review and remediate PDF documents and Fillable forms to meet WCAG 2.1 AA standards.
  • Assist in remediating high-priority documents and develop standard procedures for internal teams to maintain accessibility moving forward.
  • Provide training and guidance to staff on document accessibility and remediation best practices.
  1. Implementation and Use of Selected Accessibility Tools
  • Support the rollout and configuration of selected accessibility monitoring and remediation tools (e.g., tools from Level Access, Deque, Evinced, or UserWay).
  • Utilize these tools to scan, identify, and remediate accessibility issues across the agency’s website and digital platforms.
  • Assist internal teams in interpreting tool outputs and incorporating remediation into publishing workflows.
  1. Process and Policy Development
  • Draft or refine internal policies, guidelines, and standard operating procedures to ensure future digital content is developed and maintained in compliance with ADA requirements.
  • Develop templates, checklists, and reference materials for content creators and web publishers.
  1. Stakeholder Engagement & Reporting
  • Collaborate with internal stakeholders, including IT Project Teams, Legal, Business partners, and ADA coordinators.
  • Participate in regular accessibility and ADA subcommittee meetings to report progress and coordinate activities.
  • Provide regular written status updates detailing progress, challenges, resolved issues, and next steps.

Deliverables :

  • Initial ADA compliance assessment report and strategic roadmap.
  • Monthly progress reports highlight remediation metrics and activities.
  • Remediate sample documents demonstrating compliance improvements.
  • Training sessions or materials for staff on ADA-compliant content creation.
  • Documentation of policies and workflows supporting long-term accessibility.

Skills and Experience Required:

  • Strong knowledge of ADA (Title II), Section 508, and WCAG 2.1 AA compliance standards.
  • Demonstrated experience remediating digital documents, especially PDFs and fillable PDF Forms, using Common Look or comparable tools.
  • Experience implementing and using digital accessibility platforms and toolsets in enterprise environments.
  • Ability to train and advise non-technical staff on accessibility practices.
  • Excellent written and verbal communication skills.
  • Preferred qualifications: Experience working with government or public-sector clients.
